RT Sports cutdown date for dynasty leagues

What was taken into consideration when choosing the first Sunday in April as the day to cutdown rosters to 16 players?

Teams that are up for auction don’t have their owners in place until 4/1 which gives a very narrow timeframe to work out trades. A lot of these teams need help and want to make moves.

NFL Draft is 4/30

Doesn’t it make more sense to cutdown rosters each season at some point after the NFL Draft and before the dynasty league drafts?
