Please explain this waiver …

Can someone explain to me why BDTizzle was not awarded Elijah Mitchell when that was his first pick for the waiver and he was priority #1? He was awarded his 2nd pick Instead and Mitchell was awarded to the 3rd waiver priority. Anybody know why?
