We have 1 opening in a 12 team full PPR with victory point scoring. League fees are $250 paid thru leaguesafe with 100% payout. The online draft takes place on Tuesday September 8th @ 7pm CT on rtsports.com.

The league rules are listed below. Please let me know if you have any further questions or if you would like to be part of this well established and competitive league. League fees must be paid immediately upon acceptance into the league.

Civil Servant Sofa League

Teams

This is a 12 team league consisting of 3 divisions, each consisting of 4 teams. Divisions will be made up in advance by random draw on a yearly basis.

League Operation and Fees

The League will be operated and scored as indicated on the web-site.
Head-to-Head competition. Traditional Head-to-Head competition will be played through Week 13. 14 games will be played in total with a double-header taking place in Week 13. Playoffs will occur in Weeks 14-16 with the Super Bowl being played in Week 16.
League fees will be $250 due by Tuesday 8/25/2020. No additional transaction fees are required. All player fees will be managed thru a third party web-site (leaguesafe.com) and must be paid only thru this site.

Player Draft

Owners will build their team through an "S-Style" draft (1-12, 12-1).
Draft order. Divisions and draft order will be determined by luck of the draw. 'Draft order will be randomly selected thru fftoolbox.com. Trading of draft picks is permissible up until the draft begins.These trades will be subject to the commissioner's approval.
Date & Location. The 2020 Civil Servant Sofa League draft will be held on Tuesday September 8th @ 7:00pm CST.
Location: ONLINE
The draft will consist of 17 rounds. Once a draft selection has been made on the website, it cannot be rescinded.
There will be an 1 minute and 30 second time for each pick. The timer will be kept automatically by the web-site. If a pick is not made in the allotted time the owner will be skipped until the next successful pick is made. If this happens more than once, that owner will be placed on auto-draft.
The clock will be paused by the commissioner if there are any site or draft issues that arise.

Rosters

The maximum roster is 17 players. Rosters may consist of any combination of players at any positions.
Position eligibility. The final say on all roster eligibility will be that of rtsports.com. In the event of a player being listed in multiple positions, the player is available to be inserted in the starting lineup at any of the positions listed. In the event that a player changes positions during the season, he may qualify to be inserted in the starting lineup at that new position once the Commissioner has determined the player has at least 5 "successes" at that position. A "success" will be defined as a passing completion (QB), rushing attempt (RB), pass reception (WR, TE) or field goal/extra point attempt (K). * This rule is subject to change according to web-site settings.

Starting Line-ups

Starting line-ups will consist of the following: 1 QB, 2 RB, 2 WR, 1 TE, 1 Flex (RB, WR, or TE) 1 Team TK (team kicker) 1 Def/ST & 1 tie breaker player of your choice from the remaining Reserve Players.'
Starters cannot be your tie-breaker.
The deadline for submitting starting lineups will be kickoff for only those players involved. In the weeks with a Thursday/Saturday game the deadline will be kickoff for those players involved in that game only. Line-ups must be submitted online at our web-site.
The deadline for submitting starting line-ups will be strictly enforced and is subject to change.' Rosters are locked automatically at kickoff for those players involved.
Unlimited changes can be made to your lineup as long as they occur by kickoff for the player/players involved.
Head-to-Head record. Default starting line-up. Each Owner will have a Default Line-up, which will be the previous week's lineup. If the deadline is not met, the Commissioner will automatically use the previous week's line-up regardless of injuries or bye weeks. If a line-up is not submitted for the 1st week of play than the first players drafted at each position will become the default line-up.

Victory Point Scoring

Division standings, division winners, and one wild card spots will be determined by the total amount of Victory Points accumulated during the regular season. Here is a breakdown of how victory points are obtained on a weekly basis.

Head-to-Head Win: 2 points

Head-to-Head Tie: 1 point

Head-to-Head Loss: 0 point
Top third highest weekly point total (4 teams): 2 points

Middle third highest weekly point total (4 teams): 1 point

Bottom third highest weekly point total (4 teams): 0 points
The Head-to-Head victory points and the Weekly Points are added
together for your team every week to give you a TOTAL victory points score for that week.

Points are awarded without regard to position. Official scoring can be found on the web-site.
The web-site (http://www.rtsports.com) will be used to settle any scoring disputes. The web-site (http://www.rtsports.com) scoring will be official and final.
Touchdowns are scored the same regardless of the length.
TD run and also awarded 6 points for a 25 yard TD run.Yardage is figured in later.
Weekly scores will be tabulated online through our web-site. This will determine the winner in the Head to Head match-ups as well as provide weekly stats for all teams and players. Scores will be posted online in real-time.

Individual Game Tie-Breakers

Individual Game - Ties will not be awarded and will be broken in the following manners- Owners must submit 1 player at any position from their RESERVE roster as a designated tie-breaker player.

Playoffs/Divisions/Schedule

The regular season schedule will be determined randomly by the web-site before the draft.
Playoffs: Teams will be divided into three divisions. All three division winners and three wildcard teams will advance to the playoffs. Seeding will be determined as follows:

'Seed 1- Division winner with most the victory points accumulated.

'Seed 2 - Division winner with second most victory points accumulated.

'Seed 3 - Division winner with third most victory points accumulated.

'Seed 4 - Remaining team with most victory points accumulated (through week 13).

'Seed 5 - Remaining team with best overall winning percentage (through week 13).

'Seed 6 - Remaining team with most points scored for the regular season (through week 13).
To determine division winners, the following tiebreakers will be used:

1. Most Victory Points Accumulated.
2. Best overall winning percentage.
''3. Best division winning percentage.
'4. Head to Head Matchups (if only two teams are still in the running)
5. Total points scored.
6. Coin Flip (online randomizer)
To determine seeds one through three, the following criteria will be used:

1. Division Winner
'2. Most Victory Points accumulated.
3. Best overall winning percentage.
4. Total points scored.
5. Coin flip (online randomizer)
To determine seed 4:

'Of the remaining non-division winners, most victory points accumulated.
2. Best overall winning percentage.
3. Total points scored.
4. Coin flip (online randomizer)
To determine seed 5:

Of the remaining non-playoff teams, best overall winning percentage.
2. Most victory points accumulated.
3. Total points scored.
4. Coin flip (online randomizer)
To determine seed 6:

Of the remaining non-playoff teams, most points scored.
2. Most victory points accumulated.
3. Best overall winning percentage.
4. Coin flip (online randomizer)
Playoff Schedule:

Week 14 - Seed #1 and #2 have byes. Seed #3 vs. Seed # 6 and Seed #4 vs. Seed #5.

Week 15 - Lowest advancing seed vs. Seed #1. Highest advancing seed vs. Seed #2.

Week 16 - Fantasy Bowl = Winners of Week 15. 3rd Place game = Losers of Week 15.

Transactions/Trades

Owners may propose and accept trades on their own, but owners may register trade objections.

NOTE: Owners are notified by email when trade is accepted. They then have 24 hours to register an objection.

Trades must be entered prior to the 1st game of each week.

There is no limit as to the number of players traded each week.

Once a trade has been finalized and entered it cannot be rescinded.

No trades may be made for cash, future considerations, or a player or pick to be named later.

Draft order may be traded no later than 24 hours prior to the draft.

'Final trading deadline is after the completion of Week #10.

'Rosters may not exceed 17 players after trades.
Free Agents (Blind Bidding System)

Blind Bidding will occur after the completion of the weeks games through 'Wednesdays at 10:00 pm CST.

After Blind Bidding ends it is first-come, first-served waiver wire beginning Thursdays @ 6:00 am CST until Sundays
at 12:00 pm CST or until kickoff of that players game.

Each team is given a total of $5000 to last the entire season. These are not real dollars.

All Blind Bids must be in increments of $100 with the minimum Blind Bid amount of $100.

Blind Bidding can be conditional. Meaning, if you get Player A you do not want Player B.

You may obtain up to 2 players per week via the Blind Bidding system and 4 pick-ups via FC/FS basis.

Blind Bidding ties are broken in a "worst-to-first" manner.

Team with total fewest points wins
Once a player is dropped, he is locked until the following week when waivers are processed.
Pick-ups are not allowed before the season begins.
Free-agents may be obtained throughout the entire season including the playoffs'(Week 16). Pick-ups during the playoffs will be only for those teams involved in the playoffs. All other teams cannot make any pick-ups after week 13.

Rosters may never exceed 17 players.

Injured Reserve

There will be 6-IR spots available for the 2020 season.

Player Retention

Players will not be carried over from year to year.

Accounting Fees

League Entry Fees - $250 must be paid by 8/26/2020. No additional fees will be required.
Payouts

$250 x 12 teams = $3000

Minus website fees - $80

Total League Payout = $2920


1st Place - 50% of entry fee = $1460

2nd Place - 25% of entry fee = $730

3rd Place - 15% of entry fee = $438

4th Place - 10% of entry fee = $292

Any issue not covered by this constitution will be determined by the commissioner in the best interest of the league. Every off-season, owners will be given the chance to suggest proposals for new amendments. After discussions, the commissioner will review and determine which proposals are compatible with the league, and should be instituted. If the proposal is instituted, the changes will then appear in the "Amendments" section of the league constitution. This would then conclude the policy changes for the year.

Due to any uncertainty due to the whole Covid thing, we will be implementing a few changes to the rules this year. The contingency plan will be placed on the message board and in the league rules.

Here is the plan for payouts should their be an interruption to the NFL schedule:

1. If games are delayed we will pause the league and play the standard 13 week season and 3 week playoff format as they occur.

2. If the season is canceled prior to the completion of week 4, each team will receive an equal portion of funds remaining in the prize pool

3. If the season is canceled after the completion of week 4, but before the completion of week 8, each team will receive $50 from the prize pool. All remaining funds will be paid to teams based on victory points. Each team will receive a percentage of the remaining prize pool based on the percentage of victory points they have earned compared to the total number of victory points awarded. The formula for this calculation is below.

4. If the season is canceled after the completion of week 8, but before the completion of week 13, each team will receive $25 from the prize pool. Division winners will be paid out at 50% of their "end of season" payout, unless they have already clinched their division in which case they will receive 100%. Each team will receive a percentage of the remaining prize pool based on the percentage of victory points they have earned compared to the total number of victory points awarded. The formula for this calculation is below.

5. If the season is canceled after the completion of week 13, but before the completion of the playoffs at the end of week 16, the season will be deemed complete. All division winners and total points winners will be paid in full. Eliminated teams, including those who made the playoffs, will not be eligible for additional payouts. Remaining funds will be split equally among remaining teams regardless of record or seeding.

Formula:

With 24 victory points awarded each week, the formula is--- Total victory points earned by team / (last completed week x 24)

If the season was canceled after week 4 and Team A had amassed 12 victory points it would work like this

12 / (4 x 24) or 12 / 96 which is .125. This means Team A takes 12.5% of the remaining prize pool

All contingency plans in full are posted to the leagues' rules pages and are subject to change as the league and COVID changes. Any major changes will be voted on by the league.

We are now utilizing TEAM KICKER. (TK) is what you're looking for in the draft room positional filter, so if you want Justin Tucker, select Ravens under the Team Kicker position. If he gets hurt, you also get his backup. This helps in case the kicker is ruled out on game day. No reason to waste a valuable roster spot on a backup kicker.

We will now be allowed 6 - IR spots eligible to be used for COVID related issues only.

Owners are allowed to put those players on the Fantasy IR list when he’s listed as IR, Out, or Doubtful due to COVID related issues. Our league IR will not use the Fantasy IR for "regular" injuries, but only for COVID related issues. Players may not be put on IR based on their injury status.
