Old commish clarified for me. Rosters cut to 25 predraft. Then at start expand. Working on making sure we are all down to 25.

All rosters must be cut-down to 25 players no IR 1 week prior to rookie draft. Failure to do so will result in the league commissioner cutting players for the team in question. Players will be cut using the lease rostered percentages.
After teams are cut to 25 or lower pre-draft, we will expand rosters to unlimited. This will allow flexibility in roster management during the draft and remaining offseason

So we have to make roster cuts to accommodate draft picks prior to the draft itself? What kind of shit is that? Expand the rosters so we can make final cuts during like preseason
