As there is no waiver wire order because it is based on record... it means it's a free for all. Which is why there is no PRESEASON OR WEEK 1 WAIVERS.

Rules state that: “the Commissioner does not permit preseason waivers…”. That sounds to me that you cannot pick up a free agent until after the first games. Clarification please?
