By-Laws

Boys there are some rules as to what is expected from the owners of this pool, they are nec. in case we have problems with part of an owner. So here is a copy of the code of conduct for this pool...please feel free to e-mail any questions to me

Owner Code of Conduct

 A. Participation: Participation is the lifeblood of a fantasy football league; more than fresh FAs or rookies, more than rivalries, even more than stats. If there is no sense of community going on between owners -- no trade talk, no trash talk, no football talk -- there will be NO League because there will be no fun. So Owners are actively encouraged to go out there and start a new rivalry or talk up some trade bait, not only for their own enjoyment, but also for the good of the League.

B. Preparedness- It goes without saying that preparedness is the key to long-term success in a fantasy league. Owners who come to the draft prepared, keep abreast of the free-agent market, and do their homework when it comes to researching players, coaches, and NFL rosters have the success from year to year that makes them the teams that everybody else is gunning for. On the other hand, nobody wants to play week to week with a roster full of scrubs. So Owners are actively encouraged to stay on top of NFL happenings and read the fantasy football message boards in March, not only for their own enjoyment, but also for the good of the League.

 C. Communication: Perhaps the most overlooked facet of fantasy football is communication. Players and Commishes alike need to be timely, complete, and accurate with the information they provide to each other. Because in a virtual game like fantasy football, based on statistics and one level removed from reality, communication is the only way that everybody can share the construct that is collectively built. Chuck Noll always stressed to his players that they had to all “be on the same page” to be successful. So Owners (and Commissioners) are actively encouraged to over communicate rather than under communicate whenever possible, not only for their own benefit, but also for the good of the League.

 D. Competitiveness: Competitiveness is the keyword in fantasy football. What point is there to play if there is no weekly rush of adrenaline preceding the post-puckdrop mad dash for the freshest possible game stats? Any type of collusion between owners through intent or indifference fly in the face of what fantasy hockey is all about. A legendary EA Sports ad put it best -- “I’m better than you, and I can prove it.” So Owners are encouraged to defend their honor vigorously every time they field a team, not only for their own honor, but also for the good of the League.

 E. Sportsmanship: Sportsmanship, a much maligned value these days, helps make fantasy football a much more pleasant experience for everyone. True enough, the FF environment is dog-eat-dog competitive, as it should be, but sportsmanship is knowing where to draw the line. Every Owner has had the guy in one of his leagues who no one wants to trade with because he will try to peddle his injured players for your healthy ones. Then there is the guy who can’t stand to lose without whining about it. Similarly, there is the blowhard who may go 1 – 13, but the one Owner he manages to beat will never hear the end of it. Any FFer will tell you that it’s the loser’s privilege to cite the “could haves” and that the greatest benefit of winning a game is getting to rub it in. But Owners are encouraged to temper these natural inclinations every once in a while, so that by raising the bar a little they also raise the enjoyment level for all the Owners in the League.

F. Activity Requirements (Monitoring) (all year):The final responsibility of monitoring owner activity will fall to the Commissioner.* The Commish(es) are expected to actively monitor owner activity. The rules apply to all owners including the leadership team and new owners (once familiar with the rules.) The decision as to whether or not a requirement has been met and how and when penalties should be assessed falls to the Commissioners * by majority or preferably by unanimous desicion. Each and every owner should be concerned if any owner fails to meet these (very minimal) minimum requirements. If any owner notices another owner falling below league requirements they should either contact that owner and point out the problem or they can notify any member of the leadership team.

Off-Season (Mid January-end of June)

(carried over into season when not replaced by a more demanding requirement)

1 Keep all other on-line data, including contact information, up-to-date and accurate.

2 Post/or site appearance at least once every 1 week - Can be as simple as a bump, just meant to confirm you are stopping by. Site appearance is just checking into the site which can be viewed on the site under "activity". This records the last time someone visited the site.

3 Respond to all official league Polls, Votes and Roll Calls within 1 week.

4. Meet all league deadlines

5.Post an out of town email if expecting to be unable to check in for a week or more. If time away conflicts with known league deadlines or activities work with leadership team to cover necessarily bases.***

6. Must have offered or accepted at least one trade, drafted at least one rookie or made at least one roster adjustment within a reasonable time frame.

7 Must respond to all trade offers within 1 week of their receipt via standard league communication methods ie. Private post

8 Must have performed at least one act of significance for your team or the league between the end of the season and the start of the following season. Made a trade, Started a League News entry, suggested a rule change, posted an entertaining limerick, commenting of NFL or Fantasy news, etc..... More or less requires that you have done at least one thing beyond the other minimum requirements. Penalties (Off-Season):**- First offense (per off season) = warning.- Second Offense or failure to correct first offense after warning = Loss of draft pick- Third Offense (or continuation of pervious beyond 1 month) = Loss of highest draft pick per day until corrected- Fourth Offense (or continuation beyond 1 week) = Loss of lowest owned draft pick in the next draft.- Beyond this: Asked to leave league (forfeit any paid league fees.)

IN SEASON (July-January)

1. Keep all on-line data up-to-date

2 Post/Site appearance at least once every 5 days - Can be as simple as a bump, just meant to confirm you are stopping by.

3. Respond to all official league Polls, Votes and Roll Calls within 3 days.

4. Meet all league deadlines

5. Post an out of town email if expecting to be unable to check in for a four or more days. If time away conflicts with known league deadlines or activities work with leadership team to cover necessarily bases.***

6 Keep roster size and makeup within league requirements.

7. Must respond to all trade offers within 5 days of their receipt via standard league communication methods preferably Private Post

8. Once per month during the season must have accomplished at least one of the following- Offered or accepted at least one trade, - Made at least one roster adjustment. - An act of significance for your team or the league. (see above)Penalties (In-Season):**- First offense = warning.- Second Offense or failure to correct first offense after warning = Loss of  draft pick.- Third Offense (or continuation of previous beyond 1 week) = Loss of draft pick per day until corrected- Fourth Offense (or continuation beyond 1 week) = Loss of (remaining) lowest owned draft pick in the next draft.- Beyond this: Asked to leave league (forfeit any paid league fees.)Offenses are cumulative regardless of which rule was broken. An owners Offense status (1st, 2nd etc..) will be recorded. Once an owner has corrected an error they no longer receive any penalty but they do stay at that Offense status level. This status will be lowered by one level at the end of the regular season and again at the start of the next regular season. *In the event that the Commissioner is accused of failing to meet one of the requirements either of the vice-commissioners may take responsibility for judging the situation and assessing the penalties. If at any time any member of the leadership team has been assessed penalties beyond a warning they may be asked to step down form their role at the leagues discretion.** All assets removed due to these penalties will be recorded and in the event that the owner is replaced the team will regain any assets that still hold value.*** Obviously all of us will be away from the league from time to time and no one is expected to schedule their real life around the league schedule. However if an owner regularly is unavailable to fully participate in important league activities due to conflicts then the leadership team may speak with them regarding ways to correct that going forward.****In the event that an owner receives an offer they feel is so ridiculous it does not deserve a response that owner may either post a "You know who you are you 'Lowballer' style post or may notify a member of the leadership team that they have decided not to respond to a trade response. A couple notes regarding this: 1).There is no penalty for submitting low ball offers (however if multiple owners were to complain about the same owner sending multiple lowball offers the leadership team may approach the accused owner to try and avoid ongoing problems.) 2).1 complaint does not necessarily equal an official warning. The leadership team will look into non-response complaints and act if there appears to be an ongoing or serious problem. (I am not going to turn this into a "he said - he said" situation.) 3). As it is easy to forget to go back and respond to trade offers I would suggest responding immediately to all offers with a "Got your offer, I'll let you know message..."

GOVERNANCE: Our League shall be run by a Commissioner but make major decision based on majority rule voting system.  In addition certain tasks may be assigned to willing league members. B. The post of commissioners is voluntary and is a long-term appointment; once appointed, commissioners may serve until they step down voluntarily, leave the league, or are removed. C. Commissioners are vested with the following powers and responsibilities: Commissioner Powers & Responsibilities: 1. Interpret the Rulebook as they sees just and fit. 2. Settle all position eligibility questions. 3. Setting the date for the annual draft4. Preside over the draft and settle draft disputes. 5. Organize the league structure by splitting franchises into conferences and divisions. 6. Maintain the integrity of the league and its owners by enforcing the "Code of Conduct". 7. Approve all trades and transactions. 8. Have an equal vote on all league matters related to Amendments to the Rulebook. 9. Provide to the owners regular and timely updates on game results, standings, and rosters. 10. Act as a fair and impartial arbiters in good-faith disputes between franchise owners. 11. Arbitrate all disputes taking into account the following precedence: 1.) the written Rulebook; 2.) past precedent;. 12. Provide a forum that allows for and encourages interaction between team owners. 13. Abide by the Rulebook in all league matters while making sure the owners do the same. 14. Preside as chief financial record keeper for the league 15. Ensure that all League fees are paid. 16. Responsible for paying out League winnings 17. Have an equal vote on all league matters related to Amendments to the Rulebook.

18. Responsible for maintaining record of transactions ie. Players and future draft picks. 19. Works on site development issues (cbssports.com). 20. Maintains accurate information on owners, such as emails, IMs, etc.
21. Maintain an accurate account of owners “Activity Requirements” offenses and bring to the attention of Tribunal specific owners record. 22. Have an equal vote on all league matters related to Amendments to the Rulebook.

EXTRAORDINARY SITUATIONS Removal & Replacement of Owner This is an extremely serious consideration, one which the league will seek to avoid at all costs. If it arises, this path will be followed: 1. Three (3) League owners together or the commissioners may recommend that an owner be removed. 2. If a majority of the league owners (6 of 10) votes to remove the owner, the owner is removed from the league. 3. The commissioner assumes control of the team and a replacement owner shall be located as soon as possible. If a list of alternate owners exists, the commissioner shall choose the next available alternate owner and extend him the offer of membership in the league. If the new owner accepts, he will inherit the team's roster, any draft picks acquired by trade, and draft position for the coming season

Removal & Replacement of Commissioner Removing a leader is also an extremely serious situation. If a condition arises which requires the consideration of a removal from office, this path will be followed: 1. Three (3) League Owners recommend that the Commissioner 2. If a simple majority of the league owners (6 of 10) vote to remove one of the commissioner, the commisher(s) is removed from the leadership. 3. The league elects a new commissioner.
