ODESSA FANTASY FOOTBALL LEAGUE 2023
PLEASE BE SURE YOUR TEAM IS SET TO CENTRAL TIME IN THE PREFERENCES. ALL TIMES IN THIS DOCUMENT ARE CENTRAL. RTSPORTS TENDS TO SHOW TIMES IN THE EASTERN TIME ZONE SO BE SURE WHEN YOU SEE A TIME TO CHECK IF IT'S EASTERN OR CENTRAL.
Draft Night - Tuesday August 29, 2023 at 7:00 pm. We will be drafting by computer draft. Time limit will be 2 minutes. If you are in town, we will gather at my house for refreshment and pizza and drafting.
--------------------------------------------------------------------------------
League Setup - There is one conference comprised of 8 teams.
League Fees - Fees total $500. This includes the required entry fee of a minimum of $150 and game fees of $25 each week for 14 weeks. There is no weekly charge for the two playoff games. The entry fee will be collected on draft night from each team owner. All remaining fees may be paid anytime during the season but become due and payable immediately at the conclusion of the last playoff game.
Source of Statistics for Scoring – The Odessa Fantasy Football League uses the "Real Time Fantasy Football" internet statistics service. Such statistics as provided by that service shall be deemed accurate and are the governing statistics for the purpose of league play.
Regular Season - Regular season play for our league is 14 games, corresponding with Weeks 1 through 14 of NFL play. Weekly competition includes all games played from Tuesday through Monday. Each franchise will compete against every other franchise twice. Final regular season standings are determined by the overall season record. In case of equivalent season records, head to head record, then points head-to-head, then total points will be used as tie-breakers.
Playoffs - The top four teams at the end of regular season play will reach the playoffs. The first playoff games, pitting position 1 against position 4 and position 2 against position 3 will be held on NFL week 15. The winners of those games will compete in the “OFFL Super Bowl”, held in NFL week 16, to crown the Odessa Fantasy Football League Champion. Losers of the first playoff game will compete for third place during Week 16. Also during the two playoff weeks, the teams who finished in positions 5 through 8 will play each in a like manner to determine the winner of the “OFFL Toilet Bowl” (fifth place).
Draft Order – Drafting order 1 through 8 will be determined by the reverse of the order of finish from last season and then will proceed in a 1 through 8 and 8 through 1 progression (commonly called a "serpentine draft") until the draft is completed. When a new owner enters the league, he will automatically draft in 8th position the first year.
Selection Time – Selection time limit is 2 minutes per franchise (not strictly enforced). A total of 184 players will be drafted, so it is important that you come fully prepared.
Roster Distribution and Limits – Roster limit is 23 players distributed at all times as follows: 2 Quarterback Teams, 3 Running Backs, 3 Wide Receivers, 2 Tight Ends, 2 Defensive Teams, 3 Linebackers, 3 Defensive Backs, 3 Defensive Linemen, and 2 Kicking Teams.
Transaction Fees – Each time you drop or add a player, trade a player, place a player on or remove a player from injured reserve (IR), there is a transaction fee. These fees are added to the prize pool at the end of the season. The number of transactions during the season is not limited. However, transactions must meet all appropriate deadlines.
Waiver Wire - Players may be added and dropped throughout the entire season. There are two ways to add a player. From Tuesday morning at 6 AM until Wednesday evening at 10:59 PM players can be added and dropped using the Waiver wire. The waiver wire limit is 10 players per week. After the waiver wire has run overnight, beginning at Noon on Thursday, other free agents can be added on a first-come-first-serve basis subject to eligibility until 8 PM on Monday, the kickoff of the final game of the week. Players will become no longer eligible to be added or dropped once their team's game has begun for this week. Fees are $2 to release a player and $2 to add a player.
Trades - Players from the same position may be traded between teams through week 12 of the season. No trades will be approved after week 12. A player traded by one team to another cannot be traded back to the original team for 21 days. Trades follow the same deadline schedule each week as the free-for-all add and drop schedule. Fees are $5 per player involved in the trade. All trades require final approval from the commissioner.
Injured Reserve - Injured reserve (IR) may be utilized during the entire season. Up to six players may be on IR at any one time. While on IR, players are protected from acquisition by other franchises. To utilize IR, the actual NFL player must be listed on the OFFL website injury list as either injured reserve, physically unable to play, out, doubtful, questionable, or day to day as of noon Thursday of that week. Any player listed as probable is not eligible for IR. Team positions (QB, Kicker, Defense) are never eligible to be placed on IR.
Each team may keep one (1) player on injured reserve that is not actually injured. Fees are $3 to place a player on IR and $3 to remove a player from IR.
Flex Players - the positions of RB/WR, and of DL/DB allow the use of a "flex players". Essentially, this gives the owner the ability to play his choice of two players for each position, as might typically be required, or to use 3 of one position and one of the other. For example, it is legal to play 3 RB and 1 WR, or 3 WR and 1 RB instead of 2 and 2. The same is true with DL and DB.
Special Considerations for Bye Week Problems - When a bye week causes a team to have an insufficient number of players on their roster for any position, the necessary number of players on bye may be placed on IR for one week provided there is room within the six player limit. Free agents may then be temporarily added to fill those positions needed for that week only. Before the waiver wire deadline the next week, players placed on IR for this purpose must be either be taken off IR or dropped. While Team positions are not normally allowed on IR, in the event a team owner has both Team positions on bye in a given week, he may put one team position on IR for that week and select an alternate. All appropriate fees apply.
Weekly Starting Lineups - Starting lineups are entered by accessing the league website. Starters can be changed anytime until the players involved begin a game. Failure to make lineup changes previous to play beginning will result in the roster remaining the same as the previous week. Starting lineups consist of 14 players with the following distribution:
1 Quarterback
1, 2 or 3 Running Backs and 1, 2 or 3 Wide Receivers, for a total of 4 players between RB and WR
1 Tight End
1 Defensive Team
2 Linebackers
1, 2 or 3 Defensive Linemen and 1, 2 or 3 Defensive Backs for a total of 4 players between DL and DB
1 Kicker
Tiebreaker - Each week one (1) tiebreaker player is to be selected to be used in the event of a tie score that week. If a tiebreaker player is not designated by a team then that team's tiebreaker score for the week in question will be zero.
Reports - Game results and league summaries are generated each week and are available on the league website.
Prizes – Prizes will be awarded according to the "Allocation of League Funds" document which will be available on draft night.
Disputes - The commissioner will decide all disputes between league owners and also those involving any other rules or procedures. The commissioner's decision may be appealed if a party so desires and be brought before the entire league membership for a vote. An appellate fee of $10 (non-refundable) will be charged to the requesting party. A majority vote of those league owners not involved in the dispute is the final decision regarding the issue in all these cases. The commissioner will vote to break a tie if necessary.
Tom McMinn, THE Commissioner
