1 – LEAGUE DEFINITION
1.1 The league will consist of 12 franchises.
1.2 The league will consist of 3 Divisions – East, Central, West.
1.3 The length of the regular season will be 13 weeks. Playoffs will be Weeks 14, 15, 16.
1.4 Weekly games will be played head-to-head against opposing franchises.
1.5 Each team will play the teams in their respective division twice.
1.6 The league office will consist of one league commissioner (Joe Day - Klunebergs)
1.7 The league commissioner is responsible for the day-to-day operations of the league including issuing reports, maintaining the website, and most important - maintaining league integrity.
1.8 League integrity is the number one priority. As such, the league office may change, alter, or add rules to maintain league integrity.
2 – FRANCHISE OWNERSHIP
2.1 The cost to own a franchise and participate in any league activities is $50 each season. The entire $50 each season will go into the pot to pay for website fees and season pay-outs.
The money will be broken down as follows:
Champion – $250
Runner Up – $110
Division Champions – $50 each
Website – $90
2.2 An owner may only own one franchise.
2.3 If an owner chooses to leave the league or isn't heard from for ten (10) consecutive days during the regular season, a replacement owner will be inserted and/or the team will become league property until a suitable owner is found. An MIA owner will forfeit all claims to their team and prize money. Exception is when they notify the league ahead of time of their (valid) absence. 2.4 If an owner forfeits his team during a season for collusion (see section 11) or inactivity, the league commissioner will set that team’s weekly lineup (using fantasypros.com expert consensus rankings) until a suitable replacement is found.
3 – DRAFT
3.1 Start-up draft will be NFL/straight style with an 5-hour time limit per pick.
3.2 All drafts will begin when everyone has paid their league fees through LeagueSafe.
3.3 Rookie/FA draft will consist of 5 rounds and will include rookies and veteran free agents.
3.4 Rookie/FA draft orders will be determined by reverse order of the prior season’s standings.
3.5 Rookie/FA draft will be scheduled shortly after the NFL Draft at the commissioners discretion.
4 – ROSTERS & KEEPERS
4.1 Each franchise will maintain a roster with a maximum of 25 active players.
4.2 It is the owner's decision on how many players to carry at each position.
4.3 Each team must un-IR players and cut down to 25 players one week before the rookie/FA draft (official date/time to be set yearly by commissioner).
4.4 If your team is not cut down by the deadline the commissioner will reduce your team to 25 players by keeping the 25 highest scoring players from the previous season. NO EXCEPTIONS!
5 – INJURED RESERVE
5.1 There are 8 injured reserve slots available for each franchise. The eligibility for using this slot is strictly based on the player being placed on IR by their NFL team. Once deactivated the player must remain deactivated until next year unless they are on the NFL IR designated to return in which case they can be placed on IR and removed from IR as they are in the NFL. Players on IR may be traded. If a player has been IR’d by their team but not designated as such on the league site, please contact commissioner to IR them.
5.2 Injured Reserve may be expanded at the discretion of the commissioner.
6 – WEEKLY LINEUPS
6.1 Each franchise must start 10 players each week.
You must start the following: 1 QB, 2 RBs, 3 WRs, 1 TE, 1 FLEX (RB/WR/TE), 1 PK, 1 D/ST.
6.2 The deadline for naming starters is prior to the start of that player's game. You may change your players until the game they are in starts.
6.3 If no starters are named, the previous week's starters will be used (regardless if the players are active that week or not) unless there is suspicion of tanking the game to improve your team’s draft pick for next season (see section 12). In this case, the commissioner will set your lineup (see 2.4 on how starters will be determined).
6.4 Players can only be inserted into a starting lineup at a position for which they are listed on their NFL teams’ depth chart. The official source for player positions will be RT Sports.
7 – TRADES
7.1 Trading is unlimited.
7.2 Trade deadline is the Wednesday right after week 11 games at 11:59pm.
7.3 All future draft picks are eligible to be traded up to two years (i.e. in 2017 you can trade picks for 2018 and 2019 but not 2020).
7.4 Trading will be re-opened for offseason trading starting the day after the NFL Super Bowl.
7.5 The League office is responsible for approving trades. Something would really have to be obviously questionable for a trade to be vetoed and both sides will be consulted as to the approval (or veto) of the trade.
8 – FREE AGENCY & WAIVERS
8.1 Any player not on a league roster is considered a Free Agent (FA).
8.2 The waiver wire will be open every Tuesday from 5AM until 11PM, starting with the Tuesday before the regular season starts.
8.3 The waiver wire is a blind bidding system with each team receiving $150 bid bucks for the entire season (so use wisely). You can bid $0 on a player but will only receive him if no one else bids more than $0.
8.4 During the season any ties in blind bidding will be broken by record (worse record wins the tie). Ties during the first waiver wire run will be broken at random (since no games have been played).
8.5 Any unclaimed players will be available Wednesday morning at 6AM for first come first serve Free Agency. This will be the procedure for every week during the season.
8.6 Waivers and Free Agency will be locked after week 16 and will not open again until the following season.
9 – PLAYOFFS
9.1 The league playoffs begin in week 14 of the NFL season.
9.2 Six teams will make the playoffs (3 Division winners and 3 Wild Cards). The top two Division winners will earn 1st round byes, the third place division winner will play the 6th seed in round 1 with the remaining wild card teams facing off. In round 2 the number 1 seed will play the lowest remaining seed from round 1 while the number 2 seed will play the highest remaining seed from round 1.
9.3 Teams will be seeded based on Win-Loss record.

10 – COLLUSION AND CHEATING
10.1 Any team caught cheating or colluding will immediately forfeit their ownership of the team and all rights to it (including prize money).
10.2 Collusion is any two or more teams working together to improve one team unfairly. This must be shown by their actions (i.e. unfair/unbalanced trades, intentionally not setting lineups to help another owner out, etc.).
10.3 Cheating is any action that helps give your team or another team an unfair advantage and would be considered by a person of integrity to be dishonest and poor sportsmanship.
10.4 The commissioner has complete discretion to determine what is collusion and cheating as well as the appropriate punishments.
11 – TEAM COMPETITIVENESS
11.1 Participants are expected to run their franchises in a professional manner throughout the entirety of the Fantasy season. By not doing so, you could indirectly impact other franchises based on your actions. As such, any infractions of this league clause will be penalized as follows:
1st occurrence – Official warning.
2nd occurrence – Loss of one draft slot in the ensuing season's rookie/free agent draft (i.e. per the draft order, the 3rd slot per round becomes the 4th slot).
3rd occurrence – Loss of another draft slot in the ensuing season's rookie/free agent draft (i.e. per the draft order, the 3rd slot per round becomes the 5th slot).
4th occurrence – League expulsion.
11.2 A clear infraction of the team competitiveness clause will include starting a player on a bye week, a player on the NFL IR/PUP list (or otherwise known to be "out"), or a player who is a non-fantasy contributor. The league office reserves the right to evaluate "grey" circumstances and enforce the above penalty schedule when deemed appropriate. Note that multiple infractions in a given week will be defined as one occurrence opposed to the # of players involved equaling one occurrence each (i.e. a team that starts 3 players who are on a bye in week 8 will be viewed as one occurrence).
11.3 All potential violations will be objectively evaluated on a case by case basis. The purpose of this clause is not to unfairly penalize franchises. Rather, the ultimate goal is to uphold league integrity and ensure GMs aren't directly and/or indirectly impacted by neglectful GM activity (otherwise known as "tanking"). Obviously, the best way to avoid this coming up is to take a few minutes each week to ensure you're fielding your most competitive lineup. Please don't hesitate to consult the league office on starting lineup decisions that you feel could be viewed as controversial.
11.4 If you see another team potentially tanking please notify the league office. I am in quite a few leagues and am the commissioner in a few as well so I cannot scour through everyone's lineups every week.
12 - RULE CHANGES
12.1 All major changes to the rules must be voted on by all teams. For a rule change to be enacted a majority must vote in favor of that rule. All teams have 1 vote and the commissioner may only vote in order to break a tie.
12.2 Minor changes to the rules can be made at the discretion of the commissioner (i.e. changes the day waivers run, the number of IR slots, etc.).
12.3 Any rule or league policy that gives any team or teams an unfair advantage may be changed at the discretion of the commissioner without league vote.
