2024 COVID RULES:
A COVID transaction the player must be listed on the LEAGUE WEBSITE or an entire team must be shutdown and game postponed or rescheduled and not just put on bye week.
if you have players on the rosters potentially impacted by postponement, you can designate a replacement starter for them in case the game ends up not being played after lineups lock. This will only apply when a game is canceled or postponed after it is too late to pick up a replacement.
1. Season Our regular season begins on Thursday, Sept. 5, 2024. It will be 14 weeks long. Our playoffs will begin on week #15 of the NFL regular season. Play will be head to head according to the schedule.
2. Rosters Rosters will consist of no more than 22 players, including defenses. There is no set number of players per position.
3. Injured Reserve In addition to the 22-man roster there will be 2 injured reserve spots. The players put on IR will be there for a minimum of 4 games unless traded or cut, in which case the IR spot will again be open. The cost to put a player on IR is $1.00 per week, $4.00 minimum. After the 4th week owners can choose to go week to week. IR players cannot be played in a lineup. IR players are eligible to play again on Thursday after missing the 4th game since being placed on IR. The player will stay on IR until the owner takes him off. Owners must let the commissioner know by 10PM FRIDAY or the player will stay on IR for another week thus incurring a $1.00 charge.
4. Lineups Owners will have the choice of 3 different formation sets (below). Owners can set their own Starting Lineups on the League Website until the deadline at 11:45 Sunday or starting lineups can be turned in to the Commissioner at 620-802-1999, by e-mail to standro@cox.net or posted on the League Message Board. If owners do not turn in a lineup by 11:45 AM SUNDAY, the one from the previous week will be used. The $3.00 lineup fee will be charged to an owner who does not turn in a lineup. Lineups can be changed up until 2:45 PM for 3:00 games, and 7:00 PM for Sunday night games. Any other scheduled start times (such as Thanksgiving games), changes cut-off will be 15 minutes before scheduled kick-off. Late Lineup charge will apply. A player that has already played cannot be put in to or removed from a lineup. Any owner that plays a player in their lineup that is on said player's bye week will be fined $5.00 by the Commissioner. The Flex position may be filled by either a Running Back, Wide Receiver, or Tight End and will be scored according to the scoring for the players normal position.

5. Fees All fees will be paid on a credit basis at the end of the year meeting except for the $50.00 franchise fee which will be paid at the draft. All fees will be added to the winners pot. The pot will be divided into 4 places and percentages and awarded at the end of the year meeting: 1st - 40%, 2nd - 30%, 3rd - 20%, 4th - 10%. In addition to the end of year awards a weekly high score award of $5.00 will be paid out of the winners pot and be credited to the owners account. Weekly High Score award will be paid all 17 weeks. Teams not in the playoffs will be assigned a game or can challenge another non-playoff team. ALL TEAMS ARE ELIGIBLE TO COLLECT HIGH SCORE AWARD ALL 17 WEEKS. Of the $3.00 late lineup fee, $2.00 will go to the winners pot, $1.00 will be credited to the Commissioner's account. Owners not paying Franchise Fee on Draft Day will be subject to the following fine schedule: A) Not paying on Draft Day, $10 fine. B) Not paying by the time Week 1 Lineup is due, additional $15 fine. C) Not paying by the time Week 3 Lineup is due, and every 2nd week thereafter, $5 fine.
6. Free Agents Free agents will be awarded in first come first served fashion. The cost to pick up a free agent is $5.00. They can be played immediately. The Commissioner must call another owner for a free agent pickup if it isn't posted on the league message board. The owner will note the date and time. If the commissioner receives a call from an owner, the owner has first rights to the player unless the commissioner had called some other owner earlier. The deadline for free agent acquisitions is the start of the Thursday game each week, for players that play on Thursday. All other players will remain free agents until 11:45 on Sunday. Players that play on Saturday will be on the waiver wire once the first Saturday game starts. Players will remain on the waiver wire until 12:00 a.m. on the Tuesday followng the last game of the week. Any player that is dropped during the free agent period of the week is not eligible to be picked up until 48 hours after such player was first posted on the message board as being dropped. (Player will be eligible for waiver claims and will be awarded after 48 hours. After 48 hours, if no waiver claims, player becomes a free agent).
7. Trades Trades regardless of how many players or draft picks are traded will cost $2.00 per owner. One owner as part of the trade can pay both fees if so desired. Newly traded players cannot start in a lineup until the following week unless the owner is willing to pay a $10.00 hurry up fee. One owner as part of the trade may also pay this fee if so desired. Preseason trades are not subject to the 1-week player set out unless the trade is made within 1 week of the beginning of the season. One hurry up fee covers all your trades for the week. Trades are not effective until the commissioner has been notified. Draft picks cannot be traded unless the owner trading the draft pick owns the draft pick at the time of the trade. Two year limit as to trading future draft picks. All control over future trading of a player ends when that player is traded to another owner. Contingencies of any kind will not be allowed to be officially attached to any trade. The trading deadline is is always the Tues. after the tenth game, by 10PM. This year the date is TUESDAY, NOVEMBER 12, 2024.
8. Trade Protests (A) Commissioner will notify each owner by email that a trade has been made...(B) After each trade the Commissioner will post an anonymous poll on the main page of the website for 48 hours....five votes to the negative will cause the trade to be disallowed....each owner will get ONE vote.
9. Waivers All players not on EFL teams will be considered on waivers from the beginning of their first game of the week, or 11:45 Sunday (whichever comes first), until 12:00 A.M. on the Tuesday following the last game of the week. Requests for players that are on waivers will be turned in by 12 AM on TUESDAY. The cost to pick up a waived player will be $5.00. In the event that more than one owner wants the same player, the waived player will be awarded to the team with the worst win/loss record first, then in ascending order. A tied win/loss record will be decided by total points for the year. Waived players can be played in a lineup immediately. Waived players convert to free agent status after the 12AM deadline on Tuesday. 1 player awarded per owner, per waiver round....if more than one player is requested in one week by an owner the players requested must be ranked in order of preference.
10. Pre-Draft Roster Cutdown Before the annual EFL draft all teams are required to cut down to 12 players, with dropped players going into the draft. These cuts are to be turned in no later than one week before the start of the first NFL training camp, exact date to be set by the Commissioner after the training camp starting dates are announced. Any owner not having their cuts turned in on time will be fined by the Commissioner at the rate of $5 for every day the cuts are late. This year the cut-down date is JULY 10, 2024.
11. Pre-Season Roster Cutdown Before the start of the season all owners are required to turn in cuts to get to the roster limit. These cuts are to be turned in no later than the Tuesday before the first game @ 10 p.m. This year the date is TUESDAY, SEPTEMBER 3, 2024. Any owner not having their cuts turned in on time will be fined by the Commissioner at the rate of $5 for every day the cuts are late. Players that are dropped will go on waivers and can be claimed in the same order as the draft order. Claimed players will be awarded prior to the start of the opening game of the season. When placing waiver claim notify Commissioner if you want claimed player placed in your starting lineup if they are playing in the opening game of the season.
12. Statistics Statistics will be received from a statistics service (this website) and will be official unless overruled by two other sources.
13. Tiebreakers The kicker with the most points will decide the tied game. If still tied, the quarterback with the most points will decide the game. The total weekly roster points are the final tiebreaker. Tied win/loss records in the division will be decided by division wins. If still tied it will be decided by head to head record, then overall points scored in games.
14. Home Team (Playoffs) The home team for the playoffs will be the team with the best overall record. Tiebreakers will be the same as for final division standings, except for the Super Bowl where division record will not apply. See rule #13 above.
15. Draft The draft will consist of 12 rounds. The draft order will be the reverse order of where everyone finished the previous season (Ties between two teams not in the same division will be broken by head to head wins, second tiebreaker will be total points for the season). The draft will be held annually on the 2nd Sunday of August. Any owner that does not attend the draft in person for two consecutive years will be fined $20 by the Commissioner.
16. PPR (Points Per Reception) Beginning with the 2020 season all receptions will be awarded 1/2 point, no matter what position the receiving player is playing.
17. End of Year Dinner The end of the year dinner will be at the establishment of the the Super Bowl winner's choice, on the Sunday before the NFL Super Bowl. This year the date of the dinner is FEBRUARY 2, 2024. Any owner that does not attend the end of the year dinner in person for two consecutive years will be fined $20 by the Commissioner.
