Rules and Procedures for the 2014 Season
I LEAGUE STRUCTURE
I.A: A commissioner administers the league.
I.A.1: The commissioner has discretion to interpret any rules that
does not address a particular situation.
I.A.2: The commissioner's administrative duties include: oversight of the draft; reviewing all player transactions; calculating an official team score; providing team owners with a weekly update of game results and league activity; and resolving disputes.
I.A.3: Any conflict of interest between the commissioner, his team, and another party will be resolved by a majority vote of league members not party to the transaction.
I.B: The league treasurer will be chosen by the commissioner to collect fees and distribute awards.
I.B.1: The entrance fee is $50.00 and is collected prior to the draft.
I.B.2: All subsequent fees will be collected at the end of the season.
I.B.3: Additional league fees are defined in III.G and
VI.D. I.C: The league consists of four divisions, three teams per division. During the off-season (see III.H.1.a), the league structure may be amended at the discretion of the commissioner.
II. THE DRAFT/ROSTERS
The following will describe how the draft will work in following seasons (beginning with the 2008-2009 season). For the first season (2008-2009) the entire draft will work as the Serpentine Draft (II.A.4). The selection of picks will be ordered by lottery picks.
II.A: The draft consists of, at most, five parts proceeding in the following order: declaration of
franchisees; expansion draft (maximum of two rounds); supplementary draft (maximum of one round); and serpentine draft (maximum of 16 rounds); and Resolution draft.
II.A.1: Declaration of franchisees
II.A.1.a: Starting in the 2009-10 season, each team that participated in the league during the 2008-2009 APFFL season must franchise at
least zero and no more than three players from their end-of-season roster. Another team may not select a franchised player(s) in any stage of the draft.
II.A.1.b: If an owner chooses to franchise only zero to two players they shall participate in the supplementary round of the draft.
II.A.1.c: Teams may franchise more than one player of a particular skill position. The NFL team rosters found at http://www.nfl.com shall serve as the official source for designating a player's offensive position. Halfbacks and fullbacks are considered running backs.
II.A.1.d: Declaration of franchisees will be August 1st. Franchisees must and will be confidential until such time as the
commissioner receives all designations. Once submitted to the commissioner, designations may not be revised.
II.A.1.e:
Whenever the league expands in size, owners may franchise at least one and no more than two players. The Commissioner may amend franchise rules after the All Pro Fantasy Football championship and before the start of the off-season.
II.A.2: Expansion draft: Expansion teams new to the league will each select one player from among the free agent pool (any NFL player not designated as a franchisee). Selection order, when applicable, will be determined by chance.
II.A.3: Supplementary draft: Those teams participating in the supplementary draft, including any expansion teams, will select any NFL player that was on a season-ending team roster. The selection order is based on rules defined in.
II.A.4: Serpentine Draft: Teams will draft based on rules defined in II.E.
II.A.5: Resolution Draft: see III.H.2.f.
II.B: Rosters are limited to 16 players (including defenses and special teams) except in a
circumstance where a team has an injured reserve designee (see III.J). Upon the conclusion of the Resolution Draft until the off-season, all owners must maintain a 16-player roster
II.C: No owner's roster may carry more than double the number of players eligible to start at each position, excluding the quarterback position, (see VI.A) except in a circumstance where a team has an injured reserve designee (see III.J). Therefore, no team may have more than
three quarterbacks, four running backs, six wide receivers, four tight ends, two kickers and two defenses on its roster.
II.D: At the start of the 2009-2010 season, all team owners must franchise at least zero, but no more than
three players from their season-ending roster. This rule is subject to review by the commissioner.
II.E: Beginning in the 2009-2010 season, supplementary draft and serpentine draft order will be based on the season-ending
standings as follows:
1. Toilet Bowl winner
2. 11th-ranked team
3. 10th-ranked team
4. 9th-ranked team
5. 8th-ranked team
6. 7th-ranked team
7. 6th-ranked team (playoff team)
8. 5th-ranked team (playoff team)
9. 4th-ranked team (playoff team)
10. 3rd-ranked team (playoff team)
11. Super Bowl-loser (playoff team)
12. Super Bowl-winner (playoff team)
II.E.1: Rank will be determined by the following criteria: win-loss record, total points. Picks 7 - 12 will default to playoff teams. The top overall pick in the supplementary draft and serpentine draft will default to the winner of the Toilet Bowl. The two teams who end the regular season with the two worst records will play in week 16 of the NFL season to determine the first overall pick.
II.F: Once an owner has declared a pick to the commissioner in any draft, that pick is final.
III PLAYER TRANSACTIONS
III.A: All player transactions shall be requested on the league website. The commissioner reserves the right to review and, if necessary, act upon any transaction.
III.B: Free agent acquisition and player trades may be submitted to the league website and resolved beginning Wednesday at 11
P.M. Players lock 5 minutes before kickoff of their game. The commissioner reserves the right to amend the free agent period for any week.
III.C: The trade deadline is Wednesday, November 13 at 12:55 p.m.
III.D: All players released by a team will remain inactive and unclaimed for one game (ensuring that all owners may bid on a free agent should they so choose).
*III.E: ALL FA REQUESTS MUST BE SUBMITTED TO THE WEBSITE. DO NOT EMAIL THE COMMISSIONER DURING THE SEASON SUCH REQUESTS AS THEY WILL BE IGNORED.
III.E.1: Once the Claims System portion of free agency is over (every Wednesday at 11:00 p.m.) all free agent requests will be submitted (via player adds/drops link) and resolved on first come first served basis with no limitation on the number of players that may be acquired.
III.F: All free agent acquisitions cost $1 dollar per player, per team (including "Claims" transactions). Trades cost $1 dollar per team.
III.G: Trading procedures:
III.G.1: During the regular season, only players and future draft picks may be traded.
III.G.1.a: No money or any other consideration may be part of a regular-season trade. The commissioner reserves the right to sanction teams in violation of this rule. A consensus of league members shall determine if the commissioner has violated this rule and shall levy sanctions.
III.G.1.b: No player(s) traded from team x to team y may return to team x for two NFL games after the trade is approved (prohibition
extends to three weeks when a player's bye week falls within this period).
III.G.2: Off-season trades are allowed under the following conditions:
III.G.2.a: No trades involving draft picks are allowed during an off-season preceding an expansion in league size. III.G.2.b: Supplemental Draft picks may not be traded.
III.G.2.c: No money or any other consideration may be part of a trade.
III.G.2.d: Any transfer of assets (either players or draft picks) must be completed no later than draft day (as determined by the commissioner). Therefore, a trade of a player(s) for draft picks over multiple years will be rejected.
III.G.2.e: No franchise shall have a variance greater than +/- two total draft picks prior to the declaration of franchisees.
III.G.2.f: If, at the conclusion of the Serpentine Draft, any franchise has fewer than 16 players, they will enter the Resolution Draft. The Resolution Draft will last for as many rounds as necessary to bring eligible teams' rosters up to the 16-player requirement. Draft order shall mirror the draft order in the Serpentine Draft.
III.G.2.g: Upon the declaration of a trade involving players and draft picks and prior to approval by the commissioner, the commissioner or his designee will perform due diligence in reviewing terms and advising parties to the transaction of their rights under the rules.
III.H: No player may be traded in the same week in which that player was acquired by a team.
III.I: Injured reserve (IR) designation may be used for any player on an APFFL team who is listed as "doubtful" or worse for the following week. This designation does not apply to a player who is demoted from the starting lineup or who is injured and can play but for whatever reason, does not start. Once a player is reactivated or is eligible to play for his APFFL team, the NFL replacement player or another player on the owner's roster, including the player on IR, must be waived and a player must be dropped from the roster consistent with II.B and II.C. The player on IR is then reactivated. IR is the only opportunity for an APFFL roster to exceed 16 players. An APFFL team may have no more than two players on IR at any one time.
III.J: Since the official injury report from the NFL for teams playing on Sundays does not come out until Friday and the leagues claims process runs on Wednesday, a team owner can e-mail the commissioner to downgrade a player’s injury status. It is at the commissioner’s discretion if the player will be downgraded.
IV SCHEDULE
IV.A: The commissioner shall make the schedule for a season available to owners on a timely basis.
IV.B: The regular season will conclude after week 13. The playoffs shall be on week 14 of the NFL season. The APFFL Super Bowl will commence on week 16 of the NFL season.
V PLAYOFFS AND SUPER BOWL
V.A: Six teams will compete in the playoffs-four division champions and two wild card teams, one from each conference. The two division champions, one from each conference, with the best record in their conference will receive first round byes.
V.B: Playoff eligibility, in the event of a tie, will be determined on the following descending values: best overall record, head-to-head record (two teams only), best conference record, best division win/loss percentage, most points scored overall, most points scored within the division, most points scored head to head (two teams only), coin toss.
V.C: Playoff games, in the event of a match ending in a tie game, a tie breaker will consist of the following: All starting players will get
.1 points per yard, and the total will be re-calculated using that format (except for the quarterback, kicker, defense and special teams positions). If there is still a tie, the bench players will be factored into the decision. If there is still a tie after that all bench players well get .1 points per yard, and the total will be re-calculated using that format (except for the quarterback, kicker, and defenses). In the unlikely event that there is still a tie, the commissioner will flip a coin to determine the winner. If the commissioner's team is involved, the treasurer will flip a coin. If both the commissioner's and the treasurer's team are involved in the contest another random fantasy owner will flip the coin. The coin toss must be witnessed by both owners involved in the contest, if this is not possible at least one owner who is not part of the contest will witness the coin toss.
VI PENALTIES
VI.A: Any team starting an injured player with a status of "doubtful" or worse will be subject to a $3 dollar fine per player for a first week offense and $5 fine per player for each subsequent week offense. Any team starting a player currently on a bye week will be subject to a $3 fine per player for a first week offense and $5 fine per player for each subsequent week offense. Each case will be looked at separately to determine if there are any mitigating circumstances.
VI.B: Any team that does not submit transaction and/or penalty fees by the first Sunday in February will be docked a 3rd round draft pick in the next season's draft.
