1. League
1.1. League will be comprised of 10 teams
1.2. The League will be a "points accumulation" format; that is the Championship and other prizes will be determined by total points accrued.
2. Draft (note: all references to dollars in Section 2 of the rules refer to virtual "dollars" and not real currency.)
2.1. The draft will be in an Auction format. Each team will start the draft with a draft fund of $100. During the draft, teams will fill their rosters by using their remaining draft fund to bid on available NFL players. Each team must fill their entire roster using their draft fund.
2.2. The minimum bid allowed is $1. All bids must be in whole dollar increments. The price paid for a player is considered the player's "value."
2.3. Teams will take turns nominating an available NFL player for auction and making an opening bid. The order in which this is done will be determined by the reverse order of the Leagues final point standings from the previous year. (i.e. the last place finisher from the previous season designates the first NFL player open to bidding, the 2nd to last place finisher will select next, and so on). Once each team has either nominated a player or waived their turn, the next round of nominations will begin at the top of the order.
2.4. If during the draft it is determined that a team cannot afford it's bid, the next highest bidder is awarded the player.
2.5. If a team's draft fund is depleted before all it's available roster spots are filled, the team must leave any remaining open roster slots empty. All roster spots left empty at the conclusion of the draft will be locked out for the remainder of the season and cannot be used for free-agent acquisitions.
2.6. All league participants must be available to draft live. Draft date, time and place will be mutually agreed upon by returning league members.
2.7. RE-SIGNING: Each team is allowed to "re-sign" prior to the draft one (1) player from their previous season's roster, provided that the player was never a "free-agent" during the previous season.
If a player fails to meet this criteria, they are ineligible for "re-signing."
2.7.1. When a team "re-signs" a player, they must pay that player's previous cost PLUS $5. This amount will be deducted from the team's initial draft fund before the start of the draft. A team may opt not to "re-sign" any player, in which case they will start the draft with the maximum draft fund.
2.7.2. Teams must designate which player they are re-signing (if any) to the commissioner within 24 hours of the conclusion of the final pre-season game of a given NFL season.
2.8. There is a 1-minute time limit on all nominations during the draft. If a team fails to nominate a player within 1-minute, the selection will advance to the next team. A team may waive their turn to nominate a player, but will not be able to nominate a player again until the next pass through the order.
2.9. NEW TEAMS: New teams start with a $100 draft fund and cannot "re-sign" players.
3. Schedule
3.1. There will be 17 weeks in the fantasy season, beginning with week 1 of the NFL regular season and finishing week 17 of the NFL regular season.
4. Rosters
4.1. The total team roster will be sixteen (16) players.
4.2. Active rosters of each team will consist of the following positions:
2 Quarterbacks
2 Running Backs
3 Wide Receivers
1 Flex Player (either RB OR WR)
1 Tight End
1 Kicker
1 Defense/Special Teams
4.3. In addition to the active roster, teams will maintain a Reserve Roster of five (5) players, with no more than three (3) of these being in any one position.
4.4. Each team's 11-man active rosters must be submitted to the commissioner by 9:00 AM Sunday of a given game week (6:00 PM Thursday for players involved in Thursday games). NO changes submitted after these deadlines will be accepted. Each teams default active roster will be it's active roster from the previous week. In the case of week 1, each team's default roster will be based on the draft, with each position being filled in the order they were drafted (i.e. the first two QBs drafted will be the starters, the first two RBs, etc.)
5. Transactions
5.1. FREE AGENTS: All players that are not on a teams active or reserve roster are considered "Free agents." Free agents may be acquired by a team (subject to priority restrictions-see 5.1.1) at no cost, however teams are limited to twenty (20) free agent acquisitions during the season. Once a team reaches it's twentieth free agent acquisition, that team may no longer add players to their roster from the free agent pool for the remainder of the season.
5.1.1. FREE AGENT PRIORITY SYSTEM: Team priority for free agent requests will be ranked in reverse order to previous league final standings for the first week of the season. The second week of transactions will be in reverse order of first weeks standings. All other weeks will utilize a "tumbler" format that prioritizes based on free agent utilization. A team, after acquiring a free agent will drop below those who have yet to utilize the system.
5.1.2. In order to participate in the priority system for free agent requests, teams may submit requests to add a free agent to their team anytime up to 9:00 PM on Wednesday. Free agents request may be submitted anytime prior to 9:00 AM Sunday, but priority for any request after the 9:00 PM Wednesday deadline will be based on time of submission. (NOTE: the current web site locks out unrestricted free agent acquisitions for up to 4 hours after the priority deadline, i.e until 1:00 AM Thursday. It's a mystery why, but know that between 9:00 PM Wednesday and 1:00 AM Thursday you won't be able to access the waiver wire or free agent areas of the site.)
5.1.4 Any player dropped from a roster and returned to the free agent pool is not eligible for pick-up until the week following the drop.
5.2. TRADING: NFL players may be traded between up to three (3) teams. All teams not involved in the trade will have 24 hours to review the trade and indicate their acceptance or rejection of the trade to the commissioner (no indication will be considered acceptance). Trades that are accepted by a simple majority of the voting team members will be approved.
5.2.1 In order to be considered effective for a given week, all trades must be submitted to the commissioner for review by 11:59 PM Friday of a given game week (by 12:00 AM Wednesday if they involve players competing in a Thursday game).
5.2.2 Players involved in a trade must be able to fit open roster spots that are created by trading a player or releasing a player. If there are no roster spots in which the player being acquired fits, the trade cannot go through.
5.2.3 The trade deadline is Week 10.
6. Scoring & Prizes
6.1. Teams accrue points towards weekly and season championships based on the actual performances of their active players. League points are awarded on the following schedule:
7 points for rushing TD
7 points for receiving TD
.5 points for each reception (RB, WR, TE; 1 point for each reception (QB or K)
5 points for passing TD
2 points for rushing or receiving 2-point conversion
1 point for every 10 yards rushing and receiving
1 point for every 25 passing yards
-1 point for each interception or fumble lost
3 points for Field Goal < 30 yards
4 points for Field Goal 30 - 39 yards
5 points for Field Goal 40 - 49 yards
6 points for Field Goal >= 50 yards
1 point for each Extra Point
Defensive team scores
6 points fumble recovery or interception for a TD
6 points blocked field goal or punt for TD
7 points for a punt or kickoff return for a TD
1 point for each sack
1 point for each fumble recovered
1 point for each interception
4 points for each safety
3 points for defensive team win
12 points if defensive team allows 0 points
9 points if defensive team allows only 2-8 points
6 points if defensive team allows only 9-16 points
3 points if defensive team allows only 17-24 points
6.2 Points are awarded as decimal fractions in the case of yardage calculations.
6.3 There are three prize categories based on weekly and seasonal accrual of points by team active players: weekly winner, most weekly wins and season championship. Prizes are awarded on the following schedule (for an 10-team league):

6.4 BOWL CHAMPION: The team finishing in last place must wear the Bowl Championship Trophy during the next year's draft.
7. Miscellaneous
7.1. ENTRY FEE: the league entry fee for each team is $200
7.2. DISPUTE RESOLUTION: Any dispute between league members will be submitted to remaining non-disputing league members for comment and vote on resolution. A minimum of five members must vote, and a simple majority will resolve the issue. The commissioner will serve as binding arbitrator in the event of a lack of a quorum. In the event that the commissioner is involved in the dispute, all of the above applies with the exception of arbitration. In the absence of resolution after all of the above methods are employed, then the resolution outcome that is closest to situation before dispute is employed.
7.3. TIEBREAKERS: In the unlikely event that two or more teams achieve the highest point total for a weekly score, the two teams will split the appropriate prize money. In the event that two teams achieve an identical season point total that places them in the top four highest scoring teams, then the prize money for their score and the next lowest prize level are combined and split between the two teams. The position of the next lowest prize level would be eliminated. Example: Team A and Team B finish with the identical point total at the end of the season. This total is second highest. The prize money for 2nd and 3rd place are combined, then split equally between the two teams. There would then be no award of 3rd place-only 1st, 2nd (2-way tie) 4th and 5th.
7.4. RULE CHANGES: Rule changes can be submitted any time to a vote by the league. A simple majority will approve the proposed change. Approved changes will not go into effect for one (1) year unless a minimum three-quarters of the league members agree to institute the rule sooner.
